Expo 2010 Shanghai China (Expo 2010 for short), held by Chinese Government and jointly participated in by various countries and international organizations, is a grand event to display human’s economic, scientific, technologic and cultural achievements. It is expected to attract 70 million visitors across the globe. In order to meet the needs of catering operation and management during the Expo, the Shanghai Expo Bureau now openly solicits public catering service providers for the public areas in the Expo site, including Zone A, Zone B, B06 world food court, Zone C, the Expo Boulevard and Urban Best Practice Area (UBPA).

Solicitation of the Second Round of Catering Service Providers for the Public Areas of the Site of Expo 2010 Shanghai China

Solicited parties: Chinese and foreign catering management enterprises and catering operation enterprises
III. Aim of Solicitation
The open solicitation is designed to select the qualified catering management enterprises and catering operation enterprises to provide safe, hygienic, quality and convenient catering service to the visitors, participants and related staffs.
IV. Scope of Solicitation
The types of operation to be solicited include takeaway, Chinese fast food restaurant, Western fast food restaurant, Food plaza, Brand tea restaurant, Theme restaurant, unique teahouse, café, beer house and the like. The selected enterprises will legally use the catering properties in the leased plots with compensation and will operate and manage the related catering projects according to the regulations of the industry and the Site.
The total area for solicitation is 39,525 m2, accounting for half of the total catering facilities to be built in the Expo site. This solicitation covers more than 20 catering properties in the Pudong Section and Puxi Section of the Site and involves in total 62 individual property units for catering business operation, in which:
Zones A, B and C have 40 property units with a rent space from 320m2 to 660m2 (except for C07-G10 with a rent space of 1296 m2 and A09-public building 12 of 2091 m2).
The Expo Boulevard has 18 property units with a rent space from 350 m2 to 720 m2 (except for B1-101 with a rent space of 2581 m2).
The four property units in UBPA cover a rent space from 900 m2 to 2600 m2.
V. Properties in Different Zones
(I) Zone A
The 6 catering properties in Zone A include 14 property units, covering 9,680m2. There are five types of them: 1252, 1226A, 2450, A09 and A10-public building 12/15 (See annex 2 for exact measurements and floor plans).
Zone A is located at east of the Expo Boulevard and Yuntai Road and west of Bailianjing Rivulet. It houses all the national pavilions of Asia except those of Southeast Asia. It can be accessed from Bailianjing Entrance (the Expo’s main entrance) and Gaoke West Road Entrance, and is connected to other parts of the Expo Site and the city by the Intra-Site bus system, Metro Lines 6 and 7 and other traffic routes.
The national pavilions such as Japan Pavilion (Harmony between the Human Heart and Technology), Nepal Pavilion (Tales of Kathmandu City: Seeking the Soul of a City, Exploration and Speculation) and Israel Pavilion (Innovation for Better Life) are distributed in Zone A. Therefore, the restaurants in Zone A are expected to serve Muslim, Korean and Japanese cuisine, western fast food and Southeast Asia snacks and to demonstrate the ethnic and religious features in Asia.
(II) Zone B
The 4 catering properties in Zone B include 4 property units, totaling 2,541m2. These units fall into three types: 1226B, 1226A and 1226A’.
Zone B is adjacent to the four pavilions along the central boulevard in the east and Pudong’s Lupu Bridge in the west. It houses national pavilions of Southeast Asia and the Oceania and pavilions of international organizations. The four landmark buildings, China Pavilion (the Oriental Crown), Theme pavilions that deal with and showcase the theme “Better City, Better Life”, the Expo Center serving as the conference center and press center and the seashell-shaped Performance Center lie on the east of Zone B.
(III) B06 World Food Court
It is located in B06 Plaza. The plaza is the Expo Site’s largest commercial property with many restaurants, shops and entertainment facilities. Visitors will find the greatest variety of food here. The culinary cultures of China and the world will be demonstrated across five restaurant sections: Chinese delicacy, Eight Chinese Cuisines, Shanghai Specialty, Shanghai Snacks and World Food Court. They will be a stylish paradise for gourmet lovers. These sections, totaling 16,130m2, will spread over two floors. There will be approximately 6000 seats, serving an average of 60,000 diners per day.
B06 World Food Court is located on Floor 1 of the B06 plaza. It is adjacent to the Expo Boulevard (in the east) and North Ring Road and faces the Expo Center in the north. It has 7 property units, covering a total area of 3,500m2. It can be reached via Metro Line 13, cross-river ferries and the elevated pedestrians’ walk.
The world’s major culinary cultures will be demonstrated here. Diners will have a chance to experience the French romanticism, the Italian leisureliness, the British elegance, the Mexican enthusiasm and the Brazilian passion. They will also be impressed by the Japanese cuisine’s meticulous attention to details, the unobtrusive and tasty Korean food, the spicy beauty of Southeast Asian dishes and the mystery and charm of the time-honored Arabian culinary tradition. Cultures of these and many other nations will be displayed via delicious food, excellent tableware and decorations.
B06 World Food Court can serve everything from snacks, light meals to more formal dining. A small number of private rooms are available to special guests.
(IV) Zone C (except for C04-G10, C07-G02 and C10-G14)
The 11 catering properties in Zone C have 15 property units, covering a total area of 8,368m2. These property units fall into five types: 1226A, 1226A’, 2432, 2432’and 1226B.
Zone C is located in Houtan, west of Lupu Bridge (Pudong). It will house national pavilions of Europe, the Americans, Africa and pavilions of many international organizations. It can be reached by Metro Line 7, Line 13, Intra-site cross-river ferries, intra-site buses and other traffic routes.
UK Pavilion (“light box”), Luxemburg Pavilion (“forest and fortress”) and Italy Pavilion (“functional modules”) are unique and ingeniously designed. The ethnic shows, outdoor concerts, roadside performances and many other events in the three continental squares will highlight the romantic and passionate atmosphere of Zone C.
As Zone C is home to a great number of national pavilions and pavilions of international organizations, restaurants here are expected to offer Chinese or western fast food or casual food that will meet the public demands. Besides, a small number of more formal dining settings are also needed for official banquets.
(V) Expo Boulevard
The Expo Boulevard has 18 property units, totaling 10,831m2. They are located on Floor 1 (7 property units), Basement 1 (7 property units) and Basement 2 (4 property units). Please refer to the annex for details of the types of these units.
The Expo Boulevard, situated at the heart of the Pudong section of the Expo Site, is a central axis in the Site in terms of sightseeing and visitor flow. It is a boulevard as well as an integrated retailing, catering and recreational establishment. It leads to the four landmark pavilions both via the skywalk and underground, and connects with the elevated pedestrians’ walk that runs through the Pudong section of the Expo Site.
The Expo Boulevard has four floors, two above ground and two underground. The semi-open building has six innovative “sunny valleys”. Each of the valleys is themed on a natural resource (flame, woods, earth, water, metal and air). They symbolize the integration of nature and human technology. The glass “sunny valleys” are surrounded by semi-transparent film. Like flowers in bloom, they channel the light, air, sunshine, rainwater and many other natural elements into the underground space, adding romantic charm to the Expo Boulevard.
Catering facilities in this zone will mainly meet visitors’ demands for a quick and easy meal. They will offer Chinese and western fast food, casual meals, snacks, coffee and take-out food.
(VI) Urban Best Practice Area (UBPA)
The four property units in Urban Best Practice Area (UBPA), totaling 4,605m2, are distributed in C1 and C2.
UBPA is one of the important areas to showcase the Shanghai Expo’s theme “Better City, Better Life”. Based on the thematic structure of the Expo, the UBPA chooses from the five conceptual fields (Urbanian, City Being, Urban Planet, Footprint and Dream) what is most relevant to the display of the best practices of cities today. Old industrial factories have been converted, where participants may stage exhibitions in four aspects, i.e. Livable Cities, Sustainable Urbanization, Conservation and Utilization of Cultural Heritage and Technological Innovations in Built Environment.
The global city square serves as a centerpiece to connect Theme pavilions in the south, water gateway in the east, the land-based entrance in the west and the UBPA in the north in terms of conceptual design and space. Open public space (including squares and tree-shaded walkways) connects the three functional areas, namely, the thematic areas in the south, the pavilions in the center and the simulated city block in the north.
UBPA is a pioneering invention in the Expo history and entails extraordinary innovative significance and demonstration value.
VI. Qualifications of Solicited Parties
(1) The solicited parties should be the corporate entities inside and outside China, which have been duly incorporated and validly existing under the laws of the countries where they are registered.
(2) The solicited parties must have the industrial qualifications and sanitary licenses required for this solicitation project. The catering enterprise must have a registered capital of more than RMB 500,000 and an annual operating income of more than RMB 2million.
(3) The solicited parties must remain conducting catering operation or management inside or outside China now. In the case of a dedicated catering service provider for exhibitions in China, catering business licenses issued by the provincial food safety administration should be provided. In the case of a dedicated catering service provider for exhibitions outside China, catering business licenses issued by the local food safety administration should be provided.
(4) The solicited parties must have operated for three consecutive years and have never had major food safety accidents. In the case of a dedicated catering service provider for exhibitions, catering safety licenses issued by the provincial (or overseas local) food safety administration should be provided.
(5) The solicited parties should have implemented a quality control system for its catering services.
(6) This project allows joint response in the form of corporate alliance, but one member of such alliance should work as the main solicited party. While this main solicited party must meet the above requirements for the solicited parties, all the members of the alliance must confirm the main solicited party and present their Alliance Agreement.
(7) Preferential considerations will be given to catering businesses that own a central kitchen and a processing and delivery system in Shanghai.
VII. Method for Participation
Only those that have passed the preliminary qualification examination shall have the right to participate in this solicitation activity and enjoy the priority to participate in the ensuing catering solicitation projects for other plots.
All the solicited parties should download and fill out the Preliminary Qualification Examination Form for Solicited Party (see Appendix 3) and submit the form to the Solicitation Working Group within the time limit specified in this announcement. The catering businesses shall take into account their own strengths and features, and respond to the solicitation accordingly.
The Solicitation Working Group will notify the preliminary qualifiers to participate in the solicitation briefing three days after the deadline specified in this announcement.
